Over the next five years, Surrey's growing population will benefit from new and improved infrastructure including roads and utilities, as well as recreation facilities including arenas, sports fields, parks, and arts & culture amenities.

Newton Community Centre
The new Newton Community Centre (“NCC”) will be a vibrant, inclusive, and accessible facility that will enhance recreation, culture, and library services to the growing Newton community.

Cloverdale Sport & Ice Complex
The Cloverdale Sport & Ice Complex will provide additional ice in Cloverdale to meet the community’s needs for ice hockey, figure skating, public lessons, skating sessions and dry-floor summer use for sports such as lacrosse and ball hockey.
- Construction of the two-ice sheet building is in progress. Anticipated completion is spring or summer 2025.
- The third approved ice sheet is anticipated to be ready for use in 2027.
72 Avenue improvements & extensions
The City plans to make 72 Avenue a continuous east-west route from 144 Street to 196 Street. We also plan to widen certain segments along 72 Avenue. Projects include:
- 144 Street to 152 Street in Newton
- 188 Street to 196 Street in Clayton
- 152 Street to Highway 15 (proposed)
Focus Newton initiative
Under the Focus Newton initiative, several enhancements are planned to improve the livability and safety of the Newton community. These include implementing walking and cycling safety measures, increasing litter clean-up, upgrading library facilities, and enhancing horticulture projects.
New roundabout
The City plans to build a roundabout at the intersection of 88 Avenue and Harvie Road to improve traffic flow and road safety.
Project construction is anticipated to start in early 2025.
Chuck Bailey Recreation Centre expansion
We are expanding the Chuck Bailey Recreation Centre in City Centre. The expansion will include:
- A second gymnasium, a fitness centre, learning kitchen, maker space, large and small multi-purpose spaces and childcare spaces
- A new entry plaza, community garden space and a grand lawn to accommodate a range of social and learning activities
New neighbourhood & destination parks
Nicomekl Riverfront Park
In progress
We are planning a complete park system along the south bank of the Nicomekl River to create a conservation-oriented riverfront park that integrates natural spaces and habitats with:
- ecological improvements
- public access and new amenities
- public art
- the area's heritage
This project is being developed in three phases and will take multiple years to complete. Phase 1 detailed design is currently underway. Phase 1 construction is expected to begin in mid 2024 and to end in 2025. Design and construction of early work projects are ongoing.

Grandview Heights Community Park
Planning starts in 2025
A new community park will be planned for the area next to the new Grandview Heights Secondary School.
Neighbourhood parks
Complete
Three new neighbourhood parks have been completed: Whippletree Park (Newton), Salmonberry Park (Clayton), and Edmund Park (Newton).
New park amenities & facilities
Bear Creek Stadium
In progress
The new Bear Creek Stadium is nearing completion. The construction of the partially covered grandstand is complete and the track replacement at Bear Creek Park is underway. The improvements once completed this Fall will accommodate a full range of track and field sports and include permanent seating for 2,200 spectators integrated into the existing park.
The recently completed grandstand includes team changerooms, officials' rooms, equipment storage space, ticketing office, public washrooms and concession facilities.
Unwin Community Park
Planning underway
The City has plans to expand this community park within the rapidly growing community of Newton. A range of new amenities will be required to meet that growth and changing demographics, including accessible washrooms and walking amenities such as trails and paths.
Biodiversity preserve park improvements
In progress
The City now has three significant biodiversity preserve parks comprised of over 300 acres of land. This project will implement several renovations, repairs, and improvements to those parks.
Artificial turf field replacements
Complete:
- Hjorth Road Park (one field) - Field #2 replacement completed July 2024
- South Surrey Athletic Park (one field) - Field #9 replacement completed Summer 2023
Surrey Sports Hall of Fame
Underway
The Surrey Sports Hall of Fame (SSHOF) will be virtual, making it accessible to all residents. The SSHOF will honour the ongoing legacy of Surrey’s active sports communities, highlighting achievements by players, builders, coaches and others involved in sport. This online platform will unite Surrey residents and inspire younger generations to participate in their communities. It will foster positive stories in Surrey and help build civic pride through sport.
Some in-person activations will occur at select Parks, Recreation & Culture facilities. This project is in the planning phase and will include community engagement opportunities in 2025.
Tamanawis Park
Planning underway
Design and construction of a third artificial turf field, with changerooms and spectator seating. These investments will further enhance Tamanawis Park as a destination facility for field hockey tournaments.

Improvements for 84 Avenue, Joe Brown Park, Colebrook Park, Price Creek Park, Royal Kwantlen Park and Titman Creek Park along with numerous linear park connections throughout the City’s neighbourhood park system.

Design is underway for the conversion of two grass fields to synthetic, and additional parking.
Covered Multi-Sport (Lacrosse Box) at South Surrey Athletic Park
Planning underway
Surrey is looking to construct an open-air building to accommodate multiple sports including lacrosse, ball hockey, and basketball at South Surrey Athletic Park.
1001 Steps
In progress
The project at 1001 Steps consists of the demolition and removal of the end-of-lifecycle stairs, and the design and construction of a new stair system. Anticipated to start late fall with early spring 2025 completion.
New park strategies
Outdoor Sport Court Strategy
Planning underway
The strategy will help guide decisions around locating, developing, and funding new and improved sport courts in the city over the next 15 years.
Dog Off-Leash Strategy
Planning underway
The strategy will help guide decisions around locating, designing, maintaining, and funding new off-leash areas in the city for the next 10 years.
Sunnyside Lawn Cemetery Master Plan
Planning underway
The City is developing a master plan for Sunnyside Lawn Cemetery. The master plan will expand the capacity of the cemetery while also providing improvements to the park for visitors.
Arts & culture facility improvements
Indigenous learning centres
With locations in North Surrey and South Surrey, these unique Indigenous learning venues will support Indigenous cultural process and the City’s Reconciliation efforts. These projects are guided through ongoing consultation with Semiahmoo, Kwantlen and Katzie First Nations.
Totest Aleng: Indigenous Learning House opened in June 2023.
The North Surrey Indigenous Learning Centre is in progress.
Surrey Arts Centre renovation
This project includes maintaining and improving the facility’s accessibility and operations. Learning, production and presentation spaces will also be upgraded.

Semiahmoo Arts Studios
Funding is being allocated towards developing community arts space in the Semiahmoo Town Centre.

Interactive Art Museum
Funding has been identified in the current five-year capital plan to support the development of a world-class cultural facility in Surrey and a major attraction in City Centre.
The Interactive Art Museum (“iAM”) will feature creative spaces for contemporary art learning, such as art exhibition halls, TechLab and maker spaces, open studios for artists in residence, events rooms, a performance hall, and outdoor space for creative temporary projects. 1912 Municipal Hall upgrades
This funding will provide seismic upgrades and flood mitigation infrastructure that respects and enhances the heritage value of this building and prolongs its use.

UrbanScreen
Underway
UrbanScreen is the award-winning venue that showcases digital and interactive art after dark. Formerly located at Chuck Bailey Recreation Centre from 2010-2022, the UrbanScreen is now moving to Surrey Civic Plaza and will project digital and interactive art onto the east wall of City Centre Library.
UrbanScreen is operated by Surrey Art Gallery. This project will be completed and will launch in fall 2024. Funding for this project was supported by Pacific Economic Development Canada.
