Community Engagement
Focus Newton
Thanks to feedback from over 2,000 Newton community members in 2023 during the Focus Newton campaign, an action plan has launched to beautify and enhance this community.
Focus Cloverdale
Following the success of Focus Newton, plans are underway to engage the Cloverdale community on their needs and vision for revitalization and creating a destination entertainment district in the downtown area.
Our City
The 'Our City' campaign has empowered residents to participate in neighbourhood beautification projects and boosted civic engagement, resulting in over 80 projects, cleanups and block parties. Residents can explore grants, resources and tools to help put plans into action.
Budget Consultation
Last year, for the first time, the City launched public engagement open houses in all of Surrey's town centres, to enhance consultation with the community and ensure community priorities are understood and reflected through the budget process.
Recreation
Newton Community Centre
At 190,000 square feet, this inclusive and accessible facility will be Surrey’s largest community centre and will include a 50-metre pool, two gymnasiums, a new library, and fitness, childcare and cultural spaces. This project is the largest capital investment in the City's history.
Cloverdale Sport & Ice Complex
This destination sports complex will serve as Cloverdale's recreational and ice sports hub. It will feature three ice sheets for ice hockey, figure skating, public lessons, skating sessions, as well as dry-floor summer use for sports such as lacrosse and ball hockey.
Chuck Bailey Expansion

A sustainably designed expansion is planned for Chuck Bailey Recreation Centre to serve the growing community, and become an active social hub for recreation, arts, and learning.
More Civic Amenities
Residents can look forward to several enhanced outdoor recreation amenities, including a covered multi-sport facility at South Surrey Athletic Park that will provide weather protection and lighting to serve lacrosse and ball hockey groups.
Transforming City Centre
Evolving Skyline
Several high-rise towers and hotels are being planned in City Centre. The towers will be up to 65 stories high and be a mix of both residential and retail units. The towers and new office space will be an impressive addition to a rapidly changing and upwards moving skyline at City Centre.
Education Opportunities

Joining SFU and Kwantlen, UBC will be coming to City Centre, with a Bachelor’s program in midwifery and Master’s program in physical and occupational therapy. SFU medical school will also be joining Surrey’s postsecondary hub, set to train the next generation of much needed doctors in the region.
New Entertainment Districts

Council’s vision is to build two entertainment districts—one in City Centre and another in Cloverdale. The City will be looking towards private investment opportunities to help create these districts.
Sports Destination Complex

As the population grows south of the Fraser, it's essential we create new entertainment options. A feasibility study is underway to explore building a state-of-the-art stadium or arena in Surrey.
Thriving Economy
Expanding Campbell Heights
The City is working to optimize our land advantage, given 22% of the available industrial land in the region is right here in Surrey. City Council is working to open up an additional 340 acres of new employment land in Campbell Heights.
Creating Truck Parking
In response to the ongoing shortage of truck parking, Surrey Council has designated four city-owned properties to be utilized for truck parking. Parking will not only improve the safety of our roads but also boost our local economy.
Igniting Commerce
When Surrey’s population reaches one million people, 300,000 new jobs will be needed. With prominent firms like McKesson and Mountain Equipment Company finding homes in our city, we’re a few steps closer to reaching our goal of creating one job for every resident worker.
Strengthening Office Supply
The 2024 Surrey Economic Strategy recognizes the crucial role small businesses play in fostering community growth and prosperity. The plan prioritizes the creation of high-quality office space to attract big investments. We aim to add 600,000 square feet of new space to the existing 6.3 million already available in the city.
Innovative Healthcare
We’re partnering with Fraser Health to bring the next generation of hospital care to the region right here in Surrey. The new Surrey hospital and BC Cancer Centre will use innovative digital and virtual care technologies to support thousands of patients every year, both inside and outside the physical hospital building.
Innovation Boulevard 2.0
Council will carry on the work that began with Innovation Boulevard, which started as an initiative to stimulate health tech. The 2024 Surrey Economic Strategy outlines a road map for the launch of Innovation Boulevard 2.0 to promote innovative opportunities in health technology, clean technology, advanced manufacturing and agritech.
Housing for All
Incentivizing Development
Council has approved a three-year Housing Action Plan to increase the number of new housing units delivered by more than 25%. We’re offering two incentive programs to boost housing development near rapid transit as well as increased development of nonmarket rental housing.
Progressive Permitting
Surrey is experiencing record-breaking development. In the first four months of 2024, the City issued permits for more than 5,000 new homes. This record pace breaks many previous annual records – and we’re not even half way through the year.
Fostering Social Housing
We reached out to the community, including those with lived experience and key local groups, to help inform our new Homelessness Prevention and Response Plan. The new plan will outline community need and housing targets to help us best support those who are experiencing or at risk of homelessness in Surrey.
Elevating Sustainability
Enriching Park Design
In 2023, 17 hectares were added to Surrey’s park inventory. Currently in progress is the new 3-kilometre riverfront park along the Nicomekl, which has been designed to protect the environment, support wildlife and add new accessible natural spaces for all to enjoy.
Climate Action Strategy
Surrey’s Climate Change Action Strategy envisions a zero-carbon climate-resilient city by 2050. With our bold climate targets in mind, we continue to invest in green spaces and other initiatives to work toward a cleaner and brighter future.
Sustainable Transportation
Surrey will be one of the first cities to have Bus Rapid Transit (BRT) which will provide high-capacity transit along King George, from City Centre to South Surrey. Advance works are also underway to prepare for the Surrey Langley SkyTrain project, which will be a 16-kilometre extension of the Expo Line.
Committed to Public Safety
Bylaw Bike Patrol Program
A Surrey Bylaw Bike Patrol program launched this spring, and is an example of how we are working to create a vibrant and safe community. Keep an eye out for our bike patrol officers through the summer months, and let’s work together to keep Surrey’s public spaces welcoming for all.
Building up Safe Communities
The SAFE program, an innovative, multi-agency made-in-Surrey collaboration committed to preventing youth gang involvement will continue with permanent investments. Since its inception in 2019, SAFE has supported more than 5,000 Surrey youth and families and has surpassed more than 15,000 visits to date.
