At Monday’s Regular Council meeting, land use designations for the South Westminster Neighbourhood Concept Plan (NCP) were endorsed by Council.

Surrey, B.C. – At Monday’s Regular Council meeting, land use designations for the South Westminster Neighbourhood Concept Plan (NCP) were endorsed by Council. The Plan calls for a Transit Village consisting of housing and retail in the Scott Road Skytrain Station area, as well as designated areas for Mixed Employment and Industrial use. Staff will also begin a feasibility study for the creation of a new Waterfront District.  

“The vision for South Westminster is to create a space where residents can live, work and play within their neighbourhood,” said Mayor Brenda Locke. “Key components of the Plan are the creation of a Transit Village, that will provide quick and reliable rapid transit service for the community, and a waterfront destination that would create a memorable gateway into Surrey. I would like to thank the community for providing their invaluable feedback and staff for their hard work in mapping out Surrey’s newest neighbourhood.”  

The report presented to Council on Monday, outlined various updates needed for the plan area and the identification of three sub-areas for the NCP. The three sub-areas are the South Westminster Stage 2 Land Use Area, the Transit Village Study Area (granted Stage 1 Land Use) and the Waterfront District Study Area. The Waterfront District and Transit Village will undergo studies to ensure marketable development and sustainable servicing, while consulting with key stakeholders and understanding opportunities. Staff will proceed with the necessary actions and provide Council with updates for the Transit Village and Waterfront District. 

Approved in 2003, the South Westminster NCP has undergone significant changes which include the implementation of a unique road network, access to the port, and exploring minimum densities for development. In 2022, Council authorized staff to update the plan to reflect the ongoing changes in the area. Since then, staff have launched engagement campaigns asking residents, business owners, and developers for feedback. The Fall 2024 campaign saw 476 respondents provide their feedback on the draft plan. This input will help refine the future of South Westminster.
