Construction Water Supply
This guide will help you navigate the process to get water supply during construction works.
Water use during construction will be charged on an annual basis as per the City’s Waterworks Regulations and Charges Bylaw, 2007, No. 16337. The annual charge will be prorated based on the duration of the construction.
How to apply
Applicants are required to contact the City of Surrey's Engineering Department first, then the Planning & Development's Plumbing Division.

Engineering
The use of City water for construction purposes may be allowed through the following options:
- The ultimate water service connection can be temporarily repurposed for usage during construction; or
- The existing water service connection may be repurposed as a service connection during construction; or
A new interim service connection can be installed for usage during construction. Applications for new interim connections to City services must include Civil drawings.
Once reviewed by Engineering, the following will be communicated to the applicant:
- Estimate fee: actual costs will be invoiced once construction of the connection is complete.
- Abandonment fee: work orders for the construction of the connection will not be made until fees are paid.
- Work Order Request form: to be completed by the applicant.
Plumbing
Regardless of the option you chose above, as a site service contractor, you are required to apply for the following permits at plumbing@surrey.ca:
- P14 site service permit: for temporary (or ultimate) water construction, and
- P16 backflow preventer permit: includes DCVA.
After you apply
- Once the permit is issued and the backflow preventer device is installed and tested, the permit holder is required to book for an inspection.
- Upon approval, a work order will be generated for water turn on.
Maintenance
Backflow must be kept secure and frost protected for the duration of usage.
Removal of interim or existing service connection
Once the ultimate domestic service connection and water meter are installed and the CIM report is submitted, the interim/existing connection will be abandoned and the annual water construction charge will be discontinued.
