REQUEST FOR PROPOSALS
INTRODUCTION
The City of Surrey (the “City”) is inviting Proponents to submit Proposals that provide a solution for comprehensive environmental and geotechnical services (the “Services”) for the properties (as described in Schedule A1) located at:
a) 10975 126A Street;
b) 19179 64 Avenue; and
c) 13633 Grosvenor Road.
BACKGROUND
The City is an energetic and dynamic city known for business and investment opportunities supported in part by its progressive and forward-thinking economic vision. To facilitate future investment opportunities, the City is exploring the suitability of offering various City owned properties for development.
SCOPE OF SERVICES
To determine the suitability of each of the properties for future development, the scope of Services should be, but not limited to, the following:
a) A Phase I Environmental Site Assessment (ESA) to determine if there is a potential for contamination to be present on the property. This includes reviewing historical land uses and observing current conditions to determine if any Schedule 2 activities (as outlined in the BC Contaminated Sites Regulation (CSR)) have occurred and the potential for associated contamination to be present on the site. The ESA is to be prepared with general conformance to Canadian Standards Association (CSA) standards (CSA Standard Z768-01);
b) Full geotechnical services as reasonably anticipated;
c) Soil investigation and testing as required to obtain a thorough understanding of existing soil conditions;
d) Provide signed and sealed geotechnical report(s) incorporating all test results and recommendations;
e) Utilities locate; and
f) Traffic Management Plan and permitting as required.
Cost of services shall be inclusive of labour, material, accessories, tools, machines, equipment, permitting required to perform and complete the Services required.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
