SCOPE OF SERVICES

The City of Surrey (the "City") is inviting Proponents to submit Proposals that provide consulting services for the analysis for the Garbage Waste Composition Study.

BACKGROUND

The Solid Waste Utility provides weekly residential curbside organic, recycling, and garbage waste collection to approximately 106,000 single- family households and 30,000 secondary suites. Additionally, 35,000 residences from apartment buildings are provided centralized recycling service, while approximately 50% of these households additionally receive weekly organic waste collection services.

The City has made significant strides towards increasing waste diversion, resulting in the City achieving 70% diversion and decreasing garbage volumes by 40%. These goals were accomplished through the initiation of new approaches to delivering residential collection services which focused on maximizing waste diversion. These initiatives included the following:

• Introduced the Rethink Waste Collection Program, which included a cart-based system with weekly organic waste collection and alternating biweekly collection of garbage and recyclables.

• Initiated an organics collection program at apartment buildings in addition to the existing recycling collection program. To date, approximately 300 buildings are receiving these services.

• Constructed and commenced operations of the Surrey Biofuel Facility, which can process more than 115,000 tonnes of residential and commercial organic waste into renewable natural gas (RNG) and compost.

• Initiated the Demolition Waste Bylaw to incentivize the diversion and reuse of demolition waste from the landfill. Contractors that fail to meet the 70% diversion target will not receive their full $5,000.00 deposit back.

To continue developing waste diversion strategies and initiatives, the City would like to determine the composition of the City’s residential curbside garbage stream. The purpose of this RFP is to select a Consultant to conduct a series of seasonal composition audits of its residential garbage waste stream. Waste will be collected by the City and delivered to the Consultant at a staging area located at the Surrey Transfer Facility in Port Kells.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
