Social Development Plan
We are creating a new plan to understand and address the social priorities in Surrey.
In July 2023, Council approved the Livability and Social Equity Committee’s recommendation for staff to develop a plan to identify and address social priorities in Surrey.
The Surrey Social Development Plan is guided by a vision that all people can access the opportunities and resources they need to thrive. This plan will replace the 2006 Plan for the Social Well-Being of Surrey Residents and will identify current social priorities for the City of Surrey, clarify the role of the City (and other partners) with respect to addressing social topics, and guide the work of the Housing and Social Development Division over the next 5 years.
We aim to integrate equity considerations into the process and outcomes of the plan.

Background research
- Review current policy context
- Collect quantitative data
Engagement
- Inform stakeholders, partners, and the public about the development of a Social Action Plan
- Listen and learn from equity-deserving groups and people with lived and living experience
- Engage local non-profit organizations, government agencies (e.g. Fraser Health, Ministry of Poverty Reduction and Social Development), and other community partners (e.g. SD36, SFU and KPU)
- Survey the Surrey public on the social issues that impact their lives
Reflecting & refining
- Analyze community feedback
- Confirm priorities and actions with advisory committee and interested parties
Drafting the plan
- Develop a five-year action plan
- Propose an implementation framework
Finalizing the plan
- Finalize document design
- Present plan to Council
