Temporary & Construction Water
Learn more about the use of City water for temporary or construction purposes.
Temporary/construction water use will be charged annually as per the Waterworks Regulations and Charges Bylaw, 2007, No. 16337. The applicant or owner will be billed, and the charge will be prorated based on the duration of use.
How to apply
Step 1: Contact the Engineering Department at ENGBP@surrey.ca to initiate the process.
Step 2: Contact the Plumbing Division at plumbing@surrey.ca to apply for permits.
Engineering requirements
The use of City water for temporary or construction purposes may be permitted under one of the following options:
- An existing water service, can be temporarily repurposed for usage during construction; or
- The ultimate water service connection can be temporarily used; or
- A new interim service connection can be installed for usage during construction. Applications for new interim connections to City services must include Civil drawings and calculations.
Once reviewed by Engineering, the following will be communicated to the applicant:
- Estimate fee: actual costs will be invoiced once construction of the connection is complete.
- Abandonment fee: work orders for the construction of the connection will not be made until fees are paid.
- Work Order Request form: to be completed by the applicant.
Plumbing permits
All applicants, must apply for the temporary and construction water permits at plumbing@surrey.ca.
- P14 site service permit: includes footage of piping, if applicable.
- P16 Backflow permit – Includes a DCVA (Double Check Valve Assembly).
Once the piping and backflow device are installed, the permit holder must book both permits for inspection. After approval, a work order will be issued to turn the water on.
CIM reports and water meter readings are no longer required, as water use will be billed annually as per the Waterworks Regulations and Charges Bylaw, 2007, No. 16337.
Maintenance
The temporary or construction water service, including the backflow preventer, must be maintained throughout the construction period. Use a scheduled maintenance program to ensure devices remain in good working condition.
All equipment must be kept secure and frost-protected for the duration of use.
Removal of interim or existing service connection
To request removal contact the Operations Division at engclientservices@surrey.ca.
Once confirmed, the City will proceed with abandoning the interim or temporary connection, and the annual construction billing will be discontinued.
