Temporary & Construction Water
This guide will help you navigate the process for temporary and construction water.
How to apply
Applicants are required to contact the City of Surrey's Engineering Department first, then the Planning & Development's Plumbing Division.

Engineering
The use of City water for construction purposes may be allowed through the installation of a construction service connection, under the following options:
- The existing water service connection may be repurposed as a service connection during construction; or
- The ultimate water service connection can be temporarily repurposed for usage during construction; or
- A new interim service connection can be installed for usage during construction.
Applications for new interim connections to City services must include Civil drawings and calculations in the documents below:
Once reviewed by Engineering, the following will be communicated to the applicant:
- Estimate fee: actual costs will be invoiced once construction of the connection is complete.
- Abandonment fee: work orders for the construction of the connection will not be made until fees are paid.
- Work Order Request form: to be completed by the applicant.
Plumbing
As a site service contractor, you are required to apply for temporary and construction water permits at plumbing@surrey.ca.
- P14 site service permit: includes a water meter fixture and footage of piping, if applicable.
- P16 backflow permit: includes DCVA.
After you apply
- Once the permit is issued and the devices are installed and tested, a CIM report must be filled out and sent as a PDF to plumbinginfo@surrey.ca.
- The permit holder is required to book both permits for inspection. Upon approval, a work order will be generated for water turn on.
- Once the water meter and backflow preventer are installed, inspected and accepted, daily usage will begin.
Maintenance
Maintain the temporary and construction water meter throughout construction. Use a scheduled maintenance program to verify required conditions.
The water meter and backflow must be kept secure and frost protected for the duration of usage.
Before removing the water meter
The water meter must be read by a plumbing inspector before removal. The final water meter reading will ensure that the correct values will be used to calculate the usage during construction.
Failure of final reading, due to damage or removal, will result in higher usage charges calculated with maximum values.
