REQUEST FOR PROPOSALS
SCOPE OF WORK / SPECIFICATIONS
Surrey Police Service (SPS), as a newly created police service, is undertaking officer recruitment and training and is seeking one or more qualified professionals specializing in pre-employment psychological evaluation services (the “Services”) to support the recruitment process by assisting with applicant evaluations.
SPS anticipates processing a significant volume of applicants over the next 12 – 24 months to fill up to approximately 800 police officer positions, not all of whom will participate in the Services. Based on current estimates and timelines, the scope the work would apply to approximately 60 – 100 candidates per year. This is an estimated number and may change based on operational and business requirements and other factors.
SERVICES
The Services include:
• Participate in meetings with SPS to develop a thorough understanding of requirements and processes for pre-employment psychological evaluations;
• Develop a comprehensive plan outlining details of the psychological evaluation tools and criteria, to evaluate psychological suitability of police candidates;
• Conduct psychological evaluations, including all related testing and in-person interviews.
• Prepare evaluation and other reports with findings and recommendations for further investigation.
• Provide timely correspondence and be available for consultation with appropriate internal stakeholders where required.
MANDATORY CRITERIA
Proposals must demonstrate the Proponent and/or its personnel providing the Services meet the following mandatory criteria:
1. Professional credentials as a registered psychologist with the BC Psychological Association and/or credentials of the additional personnel that are proposed to deliver the Services.
2. Previous experience with conducting pre-employment psychological evaluations of applicants for sworn police officer positions.
3. Services can be provided in the Lower Mainland of British Columbia, most especially through in-person interviews.
