REQUEST FOR PROPOSALS

The City of Surrey is inviting Proponents to submit Proposals to oversee the design and delivery of both broad and targeted community engagement to support the Official Community Plan Update.

The City undertakes a major review of the Official Community Plan (“OCP”) every 10 years to keep the plan current and relevant, and to satisfy requirements identified in the Local Government Act, R.S.B.C. 1996, c. 323 (the "Act"). The Plan sets out the vision, goals and objectives for the future development of the City, and contains policies, plans and strategies for achieving this vision.

The existing plan was adopted by Council in 2013 and is due for an update to ensure alignment with other City and regional initiatives and strategies, and recent Provincial legislation requiring an increased emphasis on climate action and affordable housing.

This project will result in the development of a visionary plan, intended to:
1) Provide a long-term vision for the City that helps position Surrey to external audiences and guide the next phase of the City’s evolution;
2) Identify and respond to local, regional and global needs and issues, including, housing affordability, climate change and resiliency;
3) Provide objectives and policies to guide decision-making on municipal planning and land use management, including land use, environmental protection, transportation systems, social well-being, community development, infrastructure and services, civic amenities, form and character for development applications;
4) Demonstrate consideration and alignment with other City and regional initiatives and strategies including Surrey’s Climate Change Action Strategy, Surrey Transportation Plan, Metro’s Regional Growth Strategy and TransLink’s Transport 2050; and
5) Support streamlined and efficient implementation and monitoring of the vision and policies.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
