REQUEST FOR PROPOSALS

SCOPE OF SERVICES

The City of Surrey (the “City”) wishes to engage the services of a qualified consulting firm (the “Consultant”) to undertake a SkyTrain Urban Interface Design Study (the “Study”). The Study will support the development of public realm design guidelines to mitigate visual and acoustic impacts of the Surrey-Langley Skytrain (“SLS”) on adjacent spaces and buildings along the SLS Corridor (the “Study Area”).

The Services will include but not limited to the supervision, coordination of an acoustic Consultant and any additional sub-consultants as needed. The Consultant will manage and ensure that all sub-consultants carry out and deliver the related scope of work.

The Study will examine the relationship between future development of the SkyTrain infrastructure and provide recommendations and design guidelines in a manner that mitigates visual and acoustical impacts of the SkyTrain infrastructure on future development while meeting key Study objectives outlined below.

In November 2018, the Metro Vancouver Mayor’s Council on Regional Transportation passed Resolution R18-2088 to direct staff to start working with TransLink on a 16-kilometre SkyTrain line extension from the existing King George Station in Surrey to Langley City, under the project title Surrey-Langley SkyTrain The SLS will link Surrey Metro Centre, Fleetwood Town Centre, and Langley City Centre, connecting people to more housing, employment, schools, and services and encouraging higher density mixed-use development around SkyTrain stations.

With the introduction of SkyTrain, the SLS project required that the City explore how to incorporate new SkyTrain infrastructure and accommodate a growing population through the initiation and updating of new and existing land use plans along the SLS corridor.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
