REQUEST FOR QUOTATIONS

INTRODUCTION
Through this Request For Quotations (“RFQ”), City of Surrey (“City”) is inviting quotations (“Quotation”) from suppliers (each a “Contractor”) for a commercially available, cloud-based off-the-shelf electronic bidding (eBidding) software solution (“Solution”), implementation and support services as further described in Schedule A – Scope of Services.  That schedule, with such modifications as may be agreed between City and the Contractor, will be incorporated into the agreement between City and the successful Contractor.

SCOPE OF SERVICES
The City of Surrey (“City”) is inviting Contractors to present a Solution to provide a comprehensive cloud-based e-procurement software solution capable of managing all elements of the City’s competitive solicitation process and generating statistical / reporting information on past and present procurement opportunities.

Provide an implementation plan that incorporates training for Procurement Services staff as well as supplier tutorials and/or documentation to ensure a smooth transition for all users.

Provide ongoing functional and technical software support services over the Term.

The Contractor should provide an effective and carefully structured approach to implement its proposed Solution.  In this context, implementation refers to efforts required to complete a functioning system and prepare the City to use it effectively.  At a high level, this includes technology and implementation planning, detailed design, interfaces, software integration, configuration, designing minimal software modifications, testing, training, conversion assistance, end user and technical documentation, project management, and post implementation warranty and support, from a qualified supplier at a firm fixed price.

The City currently prefers a City-pay model only, where the supplier isn’t charged to register or submit.

ADDENDA
If the City determines that an amendment is required to this RFQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFQ. It is the responsibility of Contractors to check the Websites for addenda. The only way this RFQ may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor. By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
