SCOPE OF SERVICES

Design Vision:

Stakeholders’ project vision is to transform the existing Bridgeview Community Centre into a dedicated childcare facility for ages 0-5. The gymnasium and associated rooms are to remain as existing (restrooms, storages, kitchen, etc.). This will provide a flexible facility to serve both the specific childcare needs of childcare operator and the general booking needs of the City at large.

The City wishes to design and build a fully functional facility that adequately accommodates user programs and meets budget targets. The design must integrate with existing operations to accommodate City programs, community rentals of the facility’s gymnasium and adjacent rooms, address the need for a childcare facility, and address user and operator needs for new indigenous childcare programs.

Background:

Bridgeview Community Centre at 11475 126A St. is a 973 m2 civic facility within Bridgeview Park, constructed in 1979 and renovated in 2013.

A Feasibility and Concept Design study was commissioned and completed in 2022 with Office for Architecture (O4A) as the consultant. The intent of this RFP is to confirm the functional program and verify concept design provisions as the Schematic Design in order to quickly advance onto Design Development.

Scope of Work

The Consultant will, with stakeholders’ input, update the 2022 Concept Design, refining program and layout as needed to finalize an abbreviated Schematic Design complete with costing, then further execute the design, budget and detailed drawings and specifications required for this Facility improvement.

Refer to the Schematic Design / Bridgeview Daycare Feasibility, dated August 24, 2022, prepared by O4A Architecture.

The goals of the project are divided into stages.

Stage 1:
Refine programming and concept documents into a comprehensive Schematic Design package, together with a cost estimate to confirm Project budget.

Stage 2:
a. complete design development and contract documentation;
b. required permit and for tender and construction contract: and
c. complete balance of professional services for construction contract administration, closeout, and warranty.

INFORMATION MEETING

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting. At the time of issuance of this RFP a meeting has been scheduled as follows:

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
