Request for Proposals

The City of Surrey (the “City”) seeks an experienced and qualified professional Consultant to provide expert advice, guidance, research, and analysis to support City staff in the development of a Zero Waste Strategy (the “Strategy”).

PROJECT BACKGROUND

The Solid Waste Utility provides weekly residential curbside organic, recycling, and garbage collection to approximately 106,000 single- family households and 30,000 secondary suites.  Additionally, 35,000 residences from apartment buildings are provided centralized recycling service, while approximately 50% of these households additionally receive weekly organic waste collection services.

PROJECT OBJECTIVES

The City of Surrey has set an ambitious goal of achieving zero waste as identified in the City of Surrey’s Sustainability Charter 2.0.

Zero Waste Strategy

The Strategy will be a guiding document that will set out short-term and long-term strategic visions, framework, objectives and targets to transition towards zero waste and a circular economy. The Strategy will guide, and support future decisions, directions and investments related to solid waste, and help identify actions, policies, programs, innovation and technologies to achieve zero waste.

The Zero Waste Strategy will follow the principles of pollution prevention hierarchy of eliminating waste disposed in landfills and transition to a zero waste as follows:

1. Reduce/Waste Avoidance

Reduce by as much as possible the amount or toxicity of material that enters the solid waste stream and the impact on the environment of producing it in the first place.

2. Maximize Reuse

Ensure that materials or products are used as many times as possible before entering the solid waste stream.  Develop a circular economy.

3. Recycle & Recover of Energy

Recycle as much as possible and recover as much material and/or energy from the solid waste stream as through the application of technology

SCOPE OF SERVICES

The strategy should include various City and community led recommendations, actions and initiatives to support the Zero Waste goal.  In addition, the strategy should also include gap analysis to identify opportunities to transition to zero waste and circular economy.  The Strategy should align and integrate with the City’s Plastic Bag and Single-Use Items initiative and the Integrated Solid Waste Regional Management Plan.  In addition, the Strategy will also focus on establishing zero waste targets with specific milestone dates.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the "BC Bid Website") and the City Website at www.surrey.ca (the "City Website") that will form part of this RFP. No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website. Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
