Request for Quotations

DESCRIPTION OF SCOPE OF SERVICES

The City of Surrey is requesting quotations from urban forestry or arboriculture contractors to undertake tree risk assessments on trees managed by the Parks Division. The level of assessments required is taken from the International Society of Arboriculture’s standards for Tree Risk Assessment (TRA):
i. Limited Visual Assessment
ii. Basic Assessment
iii. Advanced Assessment

TRAs will be completed following the City of Surrey’s "Tree Risk Assessment and Hazard Abatement Procedures" which will be provided. Trees requiring assessments may be located within forested areas on parkland, engineering road allowances or other City land. The tree risk assessor will be required to hike off-trail, through dense vegetation and difficult terrain to reach the tree(s) requiring assessment. The level of assessment required will be determined by the City, with maps and locations of trees provided digitally to the consultant. Trees identified by the Contractor as requiring an additional assessment (i.e. advanced assessment- aerial, resistance drilling, root excavation) should be identified in the assessment and forwarded to the City for review.

TRAs are completed year-round, with the majority of assessments falling into the "Basic Assessment" level of assessment. TRAs are completed as a part of the following Parks Division’s programs:
• Scheduled tree risk program
• Demand tree risk program

Addenda
If the City determines that an amendment is required to this RFQ, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form a part of this RFQ.  It is the responsibility of Contractor to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
