Public Engagement Consulting for 2024 Budget

REQUEST FOR PROPOSALS

The City of Surrey (the “City”) is inviting Proponents to submit Proposals that provide consulting support services with strengthened advisory capacity to support the City led budget consultation for the upcoming 2024 budget engagement.

As the budget engagement timelines are quite expedited, City staff has confirmed a set direction, timelines and framework and are in the progress of finalizing a draft engagement plan, confirming all deliverables. This RFP outlines specific supporting areas for consultant support below including optional valued added consultant participation areas.

This RFP seeks to obtain consulting assistance for ongoing advisory support to guide the engagement process. This includes support in key areas to help strengthen City led communications and engagement around the budget. At a high level, some of the key objectives are (but are not limited to):

• Implement elevated in person education on the budget process at the community level with residents to help the public learn more about how the budget process works, how tax dollars are used, and the value tax dollars bring to the City
• Provide community feedback to the City to assist with identifying priorities
• Provide support to City staff for corporate report input and budget preparation leading into the formal public hearing considerations related to the 2023 budget
• Work alongside the City’s Corporate Communications team to prepare and implement a robust engagement and communications plan at each stage of the process
• Prepare a comprehensive analysis of feedback and engagement themes to guide the process

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
