Provision of Central Management System and Compatible Advanced Traffic Signal Controller

SPECIFICATIONS OF GOODS

The City of Surrey (the “City”) invites Quotations from experienced and qualified Contractors for the provision of everything required including all skilled labour, tools, materials, equipment for a new Central Management System (CMS) and a compatible Advanced Traffic Signal Controller (ATC) and any other requirements to operate the City’s traffic signals (the “Goods”). The successful Contractor’s ATC’s will be deployed at all new intersections in the City as well as be used to replace the existing infrastructure over a multi-year period.  The new CMS will be utilized by the City’s Traffic Management Centre (TMC) staff for a variety of uses including creating coordination plans, analytics and making real time traffic signal timing changes.

The City is currently utilizing CALTrans TEES approved 170E traffic signal controllers in a 332 cabinet with a 212E conflict monitor to operate its traffic signals.  The signals communicate back to the City’s current CMS (QuicNet Pro by McCain) via Encom ethernet radios connected either directly to City Hall or through City facilities via a MPLS or fibre optic connection. The ethernet network consists of over 600 radios and while it does provide communication to the signals there can be instances of high latency and intermittent connections.  The City primarily uses inductive loops for stop bar detection, however there are approximately twelve video detection systems as well.

The City would like to invite Contractors to submit Quotations for both a CMS (software) and an ATC (equipment). The City will only evaluate Submissions from Contractors that can provide both a CMS and compatible ATC at this time.  As part of the evaluation process, the City may select one or more Contractors to pilot their ATC and CMS to control an intersection. The location of the intersection and the date and duration of the pilot is at the City’s sole discretion.  Once the pilot period has completed the City will select a preferred vendor for both the CMS and ATC. The City may reimburse up to $4,000 Canadian Dollars per Contractor for the cost of the pilot. All other cost above the reimbursement amount shall be the responsibility of the Contractor.

The evaluation for those chosen to be piloted will be based on but is not limited to the following:

• How well Contractor meet or exceed the standards and requirements as set out in this Schedule A
• Cost
• Experience and number of deployments in both Canada and U.S.A.
• Client references from both Canada and U.S.A.

ADDENDA

If the City determines that an amendment is required to this RFQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFQ.  It is the responsibility of Contractors to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
