REQUEST FOR PROPOSALS

SCOPE OF WORK / SPECIFICATIONS

Surrey Police Service (SPS), as a newly created police service, is undertaking officer recruitment and training and is seeking one or more qualified professionals specializing in pre-employment polygraph evaluation services (the “Services”) to support the recruitment process by assisting with applicant evaluations.

SPS anticipates processing a significant volume of applicants over the next 12 – 24 months to fill up to approximately 800 police officer positions, not all of whom will participate in the Services. Based on current estimates and timelines, the scope the work would apply to approximately 60 – 100 candidates per year. This is an estimated number and may change based on operational and business requirements and other factors.

The Services include:

• Participate in meetings with SPS to develop a thorough understanding of requirements and processes for pre-employment polygraph evaluations;
• Develop a comprehensive plan outlining details of the polygraph evaluation tools and criteria, to evaluate suitability of police candidates;
• Develop polygraph examination materials, to be used to ensure candidates have been honest and forthright in their disclosures and that there are no additional honesty or integrity issues;
• Conduct thorough screenings and comprehensive polygraph evaluations;
• Provide qualified professionals and necessary and suitable tools, equipment, and other resources to perform the Services –all tools and equipment accurate and professionally calibrated;
• Provide suitable and professional testing location (note: if Proponent does not have access to a suitable location and requires SPS to provide a suitable locations, proposals should so indicate);
• Prepare evaluation and other reports with findings and recommendations as appropriate.
• Provide timely correspondence and be available for consultation with appropriate internal stakeholders where required.

MANDATORY CRITERIA

Proposals must demonstrate the Proponent meets the following mandatory criteria:
1. For any personnel proposed to deliver the Services:
a. Current membership with the Canadian Association of Police Polygraphists; and
b. Trained and certified by an accredited American Association of Police Polygraphists approved polygraph school;
