PURPOSE

The City of Surrey (“City”) will be issuing a Request for Expressions of Interest (“RFEOI”) for network and data centre design/implementation engineering consulting services through which the City intends to identify qualified and interested respondents (each, a “Respondent”) to be invited to participate in a future competitive solicitation.  The RFEOI documents are currently being developed.

OVERVIEW AND SCOPE

Through the RFEOI, the City will be seeking Respondents to undertake design, implementation, testing and documentation services for a project to build an information technology network, which is anticipated to include new servers, storage and backup equipment, and may include:

(a)          multiple physical data centres;

(b)          a “virtual” Azure data centre;

(c)           multiple remote offices and locations; and

(d)          ability to securely support a mobile workforce.

The City anticipates the scope of services will be as follows:

  1. Pre-Design Review:  review the preliminary high-level design developed by City staff including hardware selected for deployment (firewalls, routers, switches etc.).
  2. Design:  compile detailed architecture design and configuration documentation to ensure the new network and associated services comply with ITSG-33 and industry best practices.
  3. Build:  provide resources to build and deploy all network equipment according to the detailed design.
  4. Testing:  compile a comprehensive plan for testing and validating all network components and services including acceptance criteria for signoff.
  5. Documentation:  provide comprehensive “as-built” and operations documentation for all project components and services, including instructions and processes to shut down and restart all components and services as well as procedures for maintenance updates (firmware, patches etc.).

CONFIDENTIALITY CONDITION

If you wish to receive a copy of the RFEOI documents, you are first required to complete and return the attached Confidentiality Agreement (Attachment 1) signed by your authorized signatory.

RFEOI documents will not be issued to anyone who has not submitted the Confidentiality Agreement, and RFEOI responses will not be accepted from anyone who has not submitted a Confidentiality Agreement.  Further, submissions from anyone who has shared the RFEOI documents with potential respondents who have not signed the Confidentiality Agreement may not be considered.

To submit the Confidentiality Agreement and receive RFEOI documents:

Email the signed Confidentiality Agreement electronically in a single pdf file to: purchasing@surrey.ca. The City would prefer to receive the signed Confidentiality Agreement on or before December 3, 2020.  Confirmation of receipt of emails will be issued. Note:  You bear all risk that the City’s receiving computer equipment functions properly so that the Confidentiality Agreement is received and can be opened and viewed.

If, and when, the City decides to proceed with the RFEOI, the City will e-mail the RFEOI documents to the email address(es) identified in the Confidentiality Agreement.
