Request for Proposals

PURPOSE

The City invites Proposals from experienced and qualified Consultants for the provision of all tasks required for the review and update of the City’s “IT Performance Specifications - Division 27 Communications” document.

BACKGROUND

A Consultant was previously hired to develop civic facility construction specifications for the information technology communications systems and components. These construction specifications and performance guidelines were created to be usable on all Surrey’s civic facility projects. The specifications and guidelines were written for new construction, but will also be needed for renovations, upgrades and retrofits to varying degrees of standard or requirements. The document is intended for review and update periodically as warranted by changes in building construction techniques, communications technology and City requirements. The specifications are titled “IT Performance Specifications - Division 27 Communications” and are based on the current standard of published Construction Specifications Institute (CSI) & Construction Specifications Canada (CSC) “MasterFormat” standard.

SCOPE OF SERVICES

The Proponent will be working with City IT personnel to update the current version of the IT Performance Specifications - Division 27 Communications document to include the latest technology, best practices, and to remove out of date items.

With the continued advancement of digital building technologies, Surrey requires that the IT Performance Specifications - Division 27 Communications document be renamed and expanded to include relevant cabling and supporting information communication technology specifications to cover areas such as building automation systems, door access control, intrusion systems, audio video and CCTV systems.

PROPONENT QUALIFICATION REQUIREMENTS

The proponent shall hold the professional designation of Registered Communications Distribution Designer (RCDD) and shall be in good standing with Building Industry Consulting Service International (BICSI). Expertise in Security Systems and Audio Video Communications & Systems is also required.

PARTICIPANT REQUIREMENT

Contractors are required to complete the City’s attached Confidentiality Agreement [Schedule A1].  This Schedule A1 must be executed by a signatory with the authority to bind each member of the Contractor’s team, and for clarity such signatory may be different than the Contractor representative(s).

ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
