REQUEST FOR PROPOSALS

SCOPE OF SERVICES

The City of Surrey (the “City”) is inviting interested parties (hereafter referred to as “Proponent”) to present Proposals for an Intelligent Transportation Systems (ITS) - Video Management & Analytics Software that can provide the functionality specified in Schedule A-1 for the Traffic Management Centre (the “TMC”).

Overview

The City’s Traffic Management team is currently using Cameleon ITS Transportation Management Software to manage the following:
• View, record and manage archived traffic footage stored on 16 Networked Video Recorders (NVRs) located around the City
• View and manage live video streams from the City’s ~490 traffic cameras using Real Time Stream Protocol (RTSP)
• Control (PTZ – pan/tilt/zoom) traffic cameras
• Manage and upload messages onto the City’s traffic messaging signs. The system also consumes traffic travel times using an API to the TrafficCast BlueToad platform and posts travel times onto the messaging signs.
• Interface with the Traffic Management Centre video wall
• Automatically capture still images from every traffic camera at set intervals
• Plot the location and status of traffic cameras and messaging signs on a map. The current sign messages can be viewed by hovering over the icon for the messaging signs.

The City’s contract for Cameleon ITS Transportation Management Software has expired, and the City is looking for a replacement that can provide the functionality listed above along with additional functionality described in the attached Schedule A-1.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
