Request for Proposals

PURPOSE

The Parks Division is seeking the services of a design consultant team with expertise in the design of parks for the construction of features that include natural areas and biodiversity corridor enhancements, multi-use pathways (MUPs), playgrounds, picnic areas, washrooms, a basketball court, grass sports field areas, parking lots and casual use areas. It is envisioned that the design scope of work will commence with some minor revisions to the overall concept plan, continue through detailed design, permitting and construction in early 2020.

An important aspect of the park is the design of habitat enhancements within the biodiversity corridor area. In addition, the layout and design details of park elements must be developed in a manner that creates little impact on the biodiversity corridor and respects its prime importance.

SCOPE OF WORK

The scope of work includes a variety of consultation services extending through 2019 and into 2020 including:

1. Prepare a modified Park Concept Plan based on the existing Park Concept Plan modified as indicated in Section 2 above;
2. Review all relevant documents associated with the Edgewood Park site and adjacent developments;
3. Prepare a comprehensive detailed design drawing package and all applicable Schedules and any required additional paperwork, signed and sealed, as needed for the submission of an application for Building Permit for the park development project.
4. Act on behalf of the City as an Agent to initiate and lead the Building Permit Application process;
5. Attend at least four (4) meetings with City Staff during the design phase, consisting of: two during the revision of the Concept Plan; one at 50% detailed design; and 1 other meeting during the design process. In addition, anticipate at least one (pre-design) site meeting to understand site conditions and at least one site meeting as design development proceeds. Provide a unit cost per hour for each additional meeting that may be requested beyond the 4 required meetings;
6. Assist City Staff during:
a prequalification process to create a shortlist of potential contractors and a tender process for construction of some aspects of the work including: the concrete works, the asphalt paving, the fencing and other portions of the project that may be built by contractors.
