REQUEST FOR PROPOSALS

INTRODUCTION

The City of Surrey (the “City”) is inviting Proposals from highly qualified firms for the acquisition, development, and delivery of LiDAR Data Acquisition. 

The successful Proponent should provide everything needed to meet all the requirements including, without limitation, any and all labour, materials, equipment, tools, supplies, and transportation to faithfully perform and provide the Services.

SCOPE OF SERVICES
Mandatory Data Collection
 

a) The average cross-track and along-track spacing of laser pulses yielding valid ranges shall be no larger than 0.50 m, where a valid range is considered to be to the ground or to vegetation, buildings or structures on the ground. Mean density of the point cloud of valid ranges will be 20 points per square meter or better (sum includes points obtained from overlap of flight lines). 

(a-1) Optional alternative:  Propose increase level of point cloud density and associated costs as separate line item above and beyond proposed costs for 20pts per square meter.

b) The cross-track and along-track spacing at the 90% frequency of occurrence of laser pulses yielding valid ranges shall be no larger than 2.5 m, except where caused by: water bodies, or areas of low near infra-red (NIR) reflectivity.  Minimum of 4 cross strips will be required for quality control within the City of Surrey. 

c) Data collection will not be conducted: 
1. while there is snow cover on the ground;  
2. during inclement weather conditions that would significantly diminish the quality of the data such that the data accuracy requirements cannot not be achieved; and,
3. during leaf-on. 

 

ADDENDA
If the City determines that an amendment is required to this RFQ, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca and the City website at www.surrey.ca  (collectively, the “Websites”), and upon posting, any addenda will form a part of this RFQ.  It is the responsibility of Contractors to check the Websites for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
