Newton Community Centre
The new Newton Community Centre (“NCC”) will be a vibrant, inclusive, and accessible facility that will enhance recreation, culture, and library services to the growing Newton community.

Cloverdale Sport & Ice Complex
The Cloverdale Sport & Ice Complex will provide additional ice in Cloverdale to meet the community’s needs for ice hockey, figure skating, public lessons, skating sessions and dry-floor summer use for sports such as lacrosse and ball hockey.
- Construction of the two-ice sheet building is in progress. Anticipated completion is spring or summer 2025.
- The third approved ice sheet is anticipated to be ready for use in 2027.

Focus Newton initiative
Under the Focus Newton initiative, several enhancements are planned to improve the livability and safety of the Newton community. These include implementing walking and cycling safety measures, increasing litter clean-up, upgrading library facilities, and enhancing horticulture projects.
64 Avenue road improvements
The City continues to invest in 64 Avenue to improve traffic flow, increase road safety, and prepare for future growth. Learn about the road improvements from 177B to 184 Street.
Construction is anticipated to begin in February 2024 and be completed by spring 2025.
64 Ave improvements
152 Street road improvements
We are raising and widening 152 Street between the Serpentine and Nicomekl Rivers. Upgrades include:
- Road raising for greater flood protection.
- Road widening to increase vehicle lanes from 2 to 4 lanes to keep traffic moving.
- Upgrading transit stops and bus shelters to increase safety and access to transit.

Chuck Bailey Recreation Centre expansion
We are expanding the Chuck Bailey Recreation Centre in City Centre. The expansion will include:
- A second gymnasium, a fitness centre, learning kitchen, maker space, large and small multi-purpose spaces and childcare spaces
- A new entry plaza, community garden space and a grand lawn to accommodate a range of social and learning activities
New neighbourhood & destination parks
Nicomekl Riverfront Park
In progress
We are planning a complete park system along the south bank of the Nicomekl River to create a conservation-oriented riverfront park that integrates natural spaces and habitats with:
- ecological improvements
- public access and new amenities
- public art
- the area's heritage

Nicomekl Riverfront Park
This project is being developed in three phases and will take multiple years to complete. Phase 1 detailed design is currently underway. Phase 1 construction is expected to begin in mid 2024 and to end in 2025. Design and construction of early work projects are ongoing.

Grandview Heights Community Park
Planning starts in 2025
A new community park will be planned for the area next to the new Grandview Heights Secondary School.

Three new neighbourhood parks have been completed: Whippletree Park (Newton), Salmonberry Park (Clayton), and Edmund Park (Newton).
New park amenities & facilities
Bear Creek Stadium
In progress
The new Bear Creek Stadium will replace the existing track at Bear Creek Park, elevating the facility to international standards. The improvements will accommodate a full range of track and field sports and include a partially covered grandstand with permanent seating for 2,200 spectators integrated into the existing park.
The recently completed grandstand includes team changerooms, officials' rooms, equipment storage space, ticketing office, public washrooms and concession facilities. The track replacement will be starting May 2024 with expected completion in September 2024.

Unwin Community Park
Planning underway
The City has plans to expand this community park within the rapidly growing community of Newton. A range of new amenities will be required to meet that growth and changing demographics, including accessible washrooms and walking amenities such as trails and paths.
Biodiversity preserve park improvements
In progress
The City now has three significant biodiversity preserve parks comprised of over 300 acres of land. This project will implement several renovations, repairs, and improvements to those parks.

Tamanawis Park

This project is for the design and construction of a third artificial turf field, with changerooms and spectator seating, at Tamanawis Park. These investments will further enhance Tamanawis Park as a destination facility for field hockey tournaments.

This project includes the design and construction of new courts with lighting along with a new spray park in City Centre.
Arts & culture facility improvements
Indigenous learning centres
With locations in North Surrey and South Surrey, these unique Indigenous learning venues will support Indigenous cultural process and the City’s Reconciliation efforts. These projects are guided through ongoing consultation with Semiahmoo, Kwantlen and Katzie First Nations.
Totest Aleng: Indigenous Learning House opened in June 2023.
The North Surrey Indigenous Learning Centre is in progress.
Surrey Arts Centre renovation
This project includes maintaining and improving the facility’s accessibility and operations. Learning, production and presentation spaces will also be upgraded.

Semiahmoo Arts Studios
Funding is being allocated towards developing community arts space in the Semiahmoo Town Centre.

Interactive Art Museum
Funding has been identified in the current five-year capital plan to support the development of a world-class cultural facility in Surrey and a major attraction in City Centre.
The Interactive Art Museum (“iAM”) will feature creative spaces for contemporary art learning, such as art exhibition halls, TechLab and maker spaces, open studios for artists in residence, events rooms, a performance hall, and outdoor space for creative temporary projects. 1912 Municipal Hall upgrades
This funding will provide seismic upgrades and flood mitigation infrastructure that respects and enhances the heritage value of this building and prolongs its use.
