Translation – Explanation and Caution

The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

Development Cost Charges (DCCs)

The City of Surrey has had Development Cost Charges since 1979. These Development Cost Charges (DCCs) are updated every few years to reflect current costs and growth trends.  DCCs are used to fund the costs to provide road, drainage, water and sewer services for the projected growth in population that is expected to occur within the next 10 years, as outlined in the 10-Year Servicing Plan. 

The City's current DCC By-law No. 17539 (PDF. New window) came into effect on March 15, 2012.  The DCC rates for zones and land uses are provided in Schedule 'A' of the By-law.

2012 Development Cost Charge By-law and the 10-Year (2012-2021) Servicing Plan

 

On January 9, 2012, as part of Corporate Report R001; 2012 (PDF. New window), Council endorsed the 10-Year (2012-2021) Servicing Plan.  This Plan establishes the City’s capital expenditure plan for the construction of engineering infrastructure to service existing neighbourhoods and to support new growth across the City. It also forms the basis for establishing the City’s Development Cost Charge rates (DCCs).  

 

As part of the new plan, the City has undertaken a review of DCCs, and found that a slight adjustment of no more than 2.9% is required.  A Presentation (PDF. New window) has been prepared to summarize the10-Year Servicing Plan and impacts to the City’s DCCs.

 

To provide the development industry with some level of certainty that DCC rate changes will occur, the City has established March 15 of each year as the date on which DCC by-law amendments and associated DCC rate changes will take effect. The last adjustments to the DCC rates came into effect on March 15, 2011. The proposed DCC rate changes are to take effect on March 15, 2012.

As part of the DCC process, and as required by Section 937.01 of the Local Government Act, the City of Surrey is required to complete a DCC Report for each year. The City’s 2009 Report is now complete, and summarizes the following:
