Translation – Explanation and Caution

The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

Description:

The Contractor is to provide unarmed uniformed security guard services, including after hours emergency mobile alarm response and supervisor support for the new City Centre Library at 10350 University Boulevard, Surrey, BC [the “Services”]. The Services are anticipated to start August 01, 2011.

It is expected that two guards will be required, one to come and open the library at 0800 (Monday to Friday), a second guard can commence work just before library opening (0930) ; two guards to stay until after closing (2100) to sweep, escort staff etc. One of the guards will primarily be at or by the security desk on main floor; the other guard will be patrolling primarily through the floors but also around the perimeter and occasionally in the parking lot.

On Saturdays, one guard to come and open at 0900, a second guard can commence work just before opening at 1000. Both guards to remain until after closing (1700) to sweep, escort staff etc.

On Sundays, one guard to arrive and open at 1200 and the second guard can commence work just before opening (1300). Both guards to remain until after closing to sweep, escort staff etc.

Only employees of the Contractor specifically assigned to perform the Services will be allowed to enter the facilities. Where required by the City, the Contractor will ensure that all contractors, suppliers and service representatives that enter the facilities report to the City’s representative so that the City’s representative will be aware of who is on the site and the duration of the site visit. The Contractor will comply with all of the City’s policies relating to building keys and card access systems and will be held responsible for any loss of security due to the misuse or loss of keys and/or access cards.

The Contractor must provide a direct support representative(s) that the City can contact. We do not want to have to be on hold with a call centre or go through a complex phone menu to reach a support representative.

The Contractor must provide continuous and uninterrupted Services in accordance with the Service standards, requirements, terms and conditions of the agreement. Such Services will be performed to a standard of care, skill and diligence maintained by persons providing the highest commercial standard, for similar services. Should any Services or materials be required for the proper performance of the agreement which are not expressly or completely described in the RFP and are reasonably associated with or necessary for the proper and timely performance and provision of the Services, then such Services or materials will be deemed to be implied and required by the RFP and the Contractor will furnish them as if they were specifically described in the RFP as part of the Services.

In providing the Services, as described in this Schedule A the Contractor is to at all times meet or exceed the standards of the industry, the standards described in this RFP and the Service levels and quality standards provided by the service model(s) currently in place at each of the facilities. The City will have the right at any time throughout the term to revise such Service standards by change order and the Contractor will promptly make all required adjustments to its operations to accommodate such revised Service standards. All Services will be provided to the complete satisfaction of the City and will be conducted in such a manner as not to interrupt or interfere with the City’s operations.

The Contractor will, if requested in writing from the City, extend the same hourly rate(s), and terms and conditions to any existing or future City facilities.

At least three types of security services are contemplated.

(a) Protection of staff, patrons, physical assets and the facility.

(b) Monitor integrated security system including CCTV, access control, and duress and intrusion alarms and respond as required.

(c) Provision of emergency mobile alarm response (mobile patrol services, (including scheduled patrols and related functions and emergency response).

The primary goal for the security force is to avoid violence in any crisis situation while affording maximum protection to the New City Centre Library building(s), personnel, customers, visitors and City property.

If the City determines that an amendment is required to this RFP, the City Representative will post a written addendum on the City Website and upon posting will be deemed to form part of this RFP. Upon submitting a Proposal, Contractors will be deemed to have received notice of all addenda that are posted on the City Website.
