The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

1. PROJECT OVERVIEW
As part of the Build Surrey Program, the City of Surrey is planning to design and construct two pool complexes in the next five years. One of those complexes is planned to be a new facility in the South Surrey area, and the other is planned to be an addition to the existing Guildford Recreation Centre at 15105 - 105 Avenue.

In preparation for issuing a request for proposals (RFP) for professional services, the City is looking for Expressions of Interest and Statements of Qualifications with the intent of creating a shortlist of architectural and engineering teams. The Intent is to invite 4-6 teams to submit proposals after review of the submissions.

2. PROJECT BACKGROUND
The City is focussed on providing great facilities for our residents, and also looking to provide destinations that will attract people from outside City boundaries. The City would like to increase its presence in the sports competition market as well as create great spaces for residents to learn to swim, to enjoy a fun and healthy environment.

Both complexes will be expected to be World-class facilities, meeting the City’s goals under our Sustainability Charter and Wood First Policy. The aquatic complexes will be known as inclusive and universally accessible facilities embracing our diverse culture and will be approached as LEED Certified or LEED shadowed projects for environmental sustainability.

Both complexes will be built with lane pools, diving facilities and be capable of hosting swim competitions of different levels. Both will have lifestyle pool, hot/warm pool, steam and sauna facilities. It is expected that the lifestyle pool will be best in class and look beyond the region for features that will attract people from throughout the region to Surrey.

The South Surrey Aquatic Complex will be part of a large multi-phased development which will require a Master Planning process for the neighbourhood including analysis of siting for potential recreational and library facilities, sports field and park space, and potential for integration of elementary and high schools and the complimentary uses. The South Surrey Aquatic Complex will include fitness and wellness facilities and the administration space required for the new building. The building will be designed to be expanded in multiple directions to allow for future additions. Parking may be at grade or in a structure. Offsite services will be required to service the site.

The Guildford Aquatic Complex will be an addition to the existing Guildford Recreational Centre, so will include the renovation and expansion of existing administrative, change room and fitness spaces. It will be designed and constructed to allow continuation of existing operations with the least impact. Due to site constraints, the location will likely require the construction of a parking structure.

3. PROJECT DELIVERABLES
The submissions should provide the City with evidence that the team has the expertise and experience to deliver a World Class Aquatic Complex. Other experience and expertise that will be considered an asset:
• Delivery of aquatic facilities that have achieved FINA certification or equivalent
• Structural and mechanical design experience addressing the corrosive pool environment
• Urban Design and integration into the community
• Sustainable design and LEED certification
• Recent Health Ministry certification of pool facilities in British Columbia

For South Surrey, expertise in Master Planning of a recreational and public institution site will be an asset.

For Guildford, experience in design and administration of projects that include the addition of a large facility onto an existing operating facility will be an asset.

4. PROJECT TIMELINE
The City of Surrey has scheduled the design and construction of the South Surrey Pool to take place from 2011 to 2013, and the Guildford Pool to be constructed by 2015. The funding has been approved for design of the South Surrey Pool starting in 2011, and we expect that the request for proposal for that project will be issued in May/June 2011. There is a possibility that design of the Guildford Pool could also start in 2011, depending on upcoming reviews.
