Translation – Explanation and Caution

The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

Insurance Broker Services

Description:

SCOPE OF SERVICES:
The City is seeking an Insurance Broker capable of representing the City’s risk to the commercial insurance market and achieving favourable rates of insurance on a consistent basis. This combined with consulting services which will increase the City’s ability to effectively and efficiently manage the City’s financial exposure to risk. The Scope of the work requested is as follows:

TRANSACTION SERVICES
Municipal Liability
The City currently places $35 mIllion in General Municipal Liability coverage above a $1.5 millon annual aggregate retention to the commercial insurance market. This coverage includes all municipal operations, fire fighters liability, liability coverage for volunteers, municipal committee members, RCMP volunteers (not RCMP Auxiliary). The City of Surrey also provides Fire Emergency dispatch for a number of municipalities in BC and Police and Fire dispatch services for the City of White Rock.

All Property/All Risks
The City currently has in excess of $765 million in property on schedule, insured in the commercial market for full replacement value with a $250,000 deductible.

Marina and Dock Operators Liability
The City operates one marine and 2 dock facilities which have both a property exposure and marine liability exposure which have not been previously insured under a marine policy.

CONSTRUCTION INSURANCE
The City of Surrey is undergoing a period of rapid growth in our infrastructure through new construction. These projects are design-bid-build, design-build and P3 are all being employed to meet the growing needs of Surrey’s expanding population. Municipal risk is very different from construction risk and we are therefore requesting proponents provide a team not only to handle the municipal business but a team to handle the City’s construction risk financing exposure. The City is looking for a team that has extensive experience in larger construction projects and working collaboratively with partners on projects.

INCLUDED SERVICES
Also included the transaction services section proposal will be overhead costs associated with marketing and claims reporting. Claims service is included to the extent of reporting claims to the underwriter on behalf of the City and providing the communications link with the underwriter on claims management.

EXCLUDED SERVICES
Certain transaction services are not subject to the Commission provision and the broker may receive commissions for this business.

CONSULTING SERVICES

RISK ENGINEERING
The City may seek the services of the Broker’s Risk Engineer to provide opinion regarding risk analysis and risk control techniques. The risk engineer may also be contracted to conduct mechanical inspections in support of a planned maintenance program or report for underwriting purposes.

INSURANCE CONTRACT AND DOCUMENT REVIEW
The City may request the Broker provide opinion regarding Insurance Requirements, Binding and Indemnities. The Broker may also be requested to review and provide opinion on City designed Certificates of Insurance which are which are required in contracts as well as in development and other operations.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda
