Translation – Explanation and Caution

The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

Consulting Services - Synthetic Turf Field and Parking Expansion Design, Tendering and Contract Administration

Description:

The City of Surrey is seeking proposals for consulting services.  The Consultant will provide the Services set out in this Schedule A for the period commencing on Monday December 12, 2011 with tendering the construction of the works herein by the end of March 2012. By accepting this work, the consultant is also committing to perform contract administration duties through the period of construction to be finalized by the contractor selected to construct the works after that date (the "Term").

RATIONALE AND VISION
It is envisioned that this project will result in the completion of one new lit and fenced synthetic turf field with covered players benches as well as an expansion of paved surface parking in the City of Surrey’s Newton Athletic Park. The parking expansion component comes on the heels of a parking and traffic flow study that was completed by Bunt & Associates Engineering (BC) Ltd. in 2009 that identified the need to deliver more parking capacity in the park or in close proximity to the athletic facilities such an expansion would serve.

SITE
Newton Athletic Park is located on 128th Street between 73rd Avenue and 75th Avenue with single and multi family to the north and south and a BC Hydro transmission corridor to the west. Newton Athletic Park currently has a two storey field house, one ball diamond, eight tennis courts, five mini soccer fields, five natural turf fields, three synthetic turf fields, one all-weather gravel field, and various other amenities. The existing all-weather gravel field known as Field #3, is to be decommissioned and the new synthetic turf field to take its place.

The entire park also has a network of pathways that make up an ad-hoc walking loop that is heavily used on a daily basis. This loop passes around two edges of the Field #3 site as well as along the length of the proposed area of parking expansion. Temporary detours through those stretches of the loop as well as the design of safe crossings of the loop for construction equipment and truck access (if required to cross the loop) have to be accounted for in the design.

Also of note is an adjacent construction project in the park that is underway in the north east corner of the park. The City has removed three ball diamonds and is essentially finished replacing them with two additional natural turf fields and an overlapping cricket pitch. Any remaining need to access that site for construction clean up (if at all) will come through the north end of the proposed parking expansion and should be taken into account accordingly.

Addenda

It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
