Translation – Explanation and Caution

The electronic translation service on the City of Surrey’s web site is hosted by Google Translate. The quality of the translation may vary in some of the languages offered by Google. The goal of the basic translation is to capture the general intention of the original English material.

Google Translate is a free service and currently offers translation in over 50 languages. Unfortunately, not all the languages spoken in the City of Surrey are translated. Punjabi is one of the languages not currently offered, and to remedy the situation, the City has been in contact with Google and they have committed to making Punjabi available in the future.

The City of Surrey cannot guarantee the quality, accuracy, or completeness of any translated information. Before you act on translated information, the City encourages you to confirm any facts that are important to you and the decisions you make.

The City of Surrey offers interpretation services at all its facilities. If you have a question about the material you read on our web site, we encourage you to stop by a City facilities to discuss it. You can also contact the City at (604) 591-4011 to receive interpretation support.

Animal Care Facility Operation

Description:

The purpose of this "Request for Proposal" (RFP) is to invite competitive proposals from which the City can select a qualified proponent, or qualified proponents, to provide collection, transportation, administration, maintenance and operation services of the City's new Surrey Animal Care Facility.

The City is interested in entering into a cooperative, mutually beneficial commercial relationship with a proponent, or a number of proponents if the City elects to divide the Services into more than one Agreement.

Governance
The following are the primary issues related to governance:

  • The Surrey Animal Care Facility will operate as an independent business providing licensed animal care services;
  • The Contractor will adhere to all policies, procedures and by-laws of the City in addition to complying with all policies, procedures and by-laws required under animal control regulations;
  • The City may conduct inspections and assessments of the operator to verify that all duties, responsibilities and obligations of the City's Animal Care Facility are being performed in accordance with the provisions and standards of the lease and operating agreement;
  • The Contractor will not sub-Agreement the whole or part of the work without the prior written consent of the City; and
  • The Contractor will provide the City with annual financial statements along with an operating report including but not limited to:  statistics on impoundments or surrendered animals, licensing and inspection reports, adoptions, sale of merchandise, maintenance fees, destroyed animals, waitlist volumes, etc.

A Proposal should be in the form of a completed Schedule C.  Supplemental information at the discretion of the Proponent.

Addenda
If the City determines that an amendment is required to this RFP, the City's Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca that will form a part of this RFP.  It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent.  By delivery of a Proposal, a Proponent is deemed to have received, accepted and understood the entire RFP including any and all addenda.
