Cemetery Standards of Care

We wish you to be informed and prepared about our standards of care and bylaws.

Cemetery Management Bylaw 16174

Operators of cemeteries are required under provincial law to create and operate according to a set of bylaws. The Cemetery Management Bylaw 16174 is written with both the best interest of all families represented in the cemetery park, and the best interest of the cemetery and City of Surrey.

Memorial Specifications & Information

The memorial specifications for the cemeteries, owned and operated by Surrey, have been established according to a predetermined plan. These memorial specifications are part of the Cemetery Management Bylaw 16174, and have been broken out and provided for your convenience. There is a Memorial Permit Fee associated with each new, or removed and replaced memorial. Refer to the linked document for fees.

Memorials for placement in the ground are provided by monument companies and are not supplied by Surrey.

Bronze memorials for the columbaria, memorial boards and scattering garden memorial are supplied by Surrey. Contact our office for further information.

The placement and removal of memorials is provided by Surrey staff only to ensure proper placement and location.

Memorial Placement Standard

In ground memorials are set according to a predetermined plan and located at grade level so not to be damaged by maintenance equipment. It is natural that grave sites settle over time and memorials may settle along with the grave. It is our standard practice to raise memorials that settle more than 3” from grade. If a memorial is within the 3” allowance and you would like the memorial raised we would be happy to accommodate this request for a fee. Please contact our office to make these arrangements.

Cemetery Fee Schedule

The City of Surrey cemeteries is open to the public regardless of residency. Right of Interment fees are based on home residency, and Surrey residents receive a subsidized Right of Interment fee. Cemetery service fees are calculated on a cost recovery basis. The fees charged reflect what it costs to operate the cemeteries. Refer to the FAQ web page for more information. Contact our office for clarification.
