Abbey Ridge Local Area Plan
On February 6, 2017, Surrey City Council approved the final and complete Abbey Ridge Local Area Plan, as a means of managing development applications and the provision of engineering services for development in the LAP as part of Corporate Report R032.
Stage 2 Plan
On October 18, 2016, a Public Open House was held to provide residents, owners, and other interested parties with an opportunity to view and comment on the proposed Local Area Plan (LAP) and Stage 2 ‘Final Report’ for the Abbey Ridge area.
Stage 1 Plan
On December 14, 2015 Surrey City Council approved a Stage I Preffered Land Use Concept for the East Fraser Heights Local Area Plan (now called "Abbey Ridge LAP") as described in Corporate Report R243. A copy of the preffered Stage I Land Use Concept Plan is provided below:
Council also authorized city staff to proceed with the Stage 2 engineering and servicing study and to develop the financing components of the LAP. It is estimated that the Stage 2 components of the LAP will take approximately eight months to complete and will include one additional public open house meeting with the neighbourhood prior to a final servicing strategy and LAP document being provided for Council's consideration and approval in the summer of 2016.
On October 1, 2015 a Public Open House was held to provide residents, owners, and other interested parties with an opportunity to view and comment on the draft vision and neighbourhood planning principles; and an opportunity to view and comment on a draft land use concept option for the East Fraser Heights Neighbourhood.
On June 25, 2015, a kick-off public meeting was held with Property Owners to provide an update on the status of the study.
On July 29th, 2015 the East Fraser Heights Environmental Study was completed. A copy of the final environmental and tree study is provided below.
On March 23, 2015, Council authorized staff to initiate the East Fraser Heights (Abbey Ridge) land use planning and community consultation process. The purpose of the Planning process is to develop a coordinated land use concept and servicing strategy for the area. The plan area, comprises approximately 430 acres (175 hectares) of land north of Highway 1 and between the established Fraser Heights neighbourhood to the west and the Port Kells Industrial Area to the east.
The Abbey Ridge Land Use Concept Plan was intended to:
- assist the City in responding to development applications and inquiries in the area;
- provide a level of certainty for residents and land owners regarding the future character of the area; and
- ensure adequate public infrastructure such as schools, parks, roads and utilities to support the land uses anticipated in the plan.
Consultation with property owners and the Fraser Heights Community Association began in early summer 2015.
