Request for Expressions of Interest and Statements of Qualifications

The City invites experienced and qualified civil contractors for the construction of the general construction works for one lit synthetic turf field and adjoining synthetic turf warm-up lawn, relocating two football goal posts on an existing as well as various park underground utility replacements or upgrades with the following general components of work:  generally includes but not limited to, all site preparation including removals, excavation and filling, permeable aggregate sub-base, field and site drainage system, concrete edge anchor, high-mast field lighting (Musco system), powder-coated chainlink fencing and high-level ball netting, covered player bench areas, asphalt and concrete pathways, soft landscaping, irrigation, cast-in-place retaining walls and various other related works.

Cloverdale Athletic Park (CAP) is a multi-field athletic facility.
Located at 16165 - 64th Avenue in Surrey, BC.

The civil work specifically involved in this contract includes, but is not limited to:

  • the demolition of a cinderblock and sheet-metal roofed two storey announcer’s booth building, and the use of all available recycling opportunities for maximum waste reduction in the removal of demolition debris;
  • the decommissioning and re-establishment of site services (water, sanitary, storm, electrical, irrigation, gas, and telecom as necessary) to modernize and upsize outdated services to the park in the northwest quadrant;
  • to stub out those services for future development of a proposed field house to be constructed in the northwest corner of the site at a date to be determined;
  • all clearing/grubbing, bulk excavation, and compacted base preparation for import of aggregate backfill, per the geotechnical report;
  • all drainage works associated with the field and perimeter areas;
  • the supply and placement of all backfill per consultant specifications;
  • the supply and install of new field light bases, conduits and electrical work, poles, and fixtures per the consultant drawings;
  • the formwork and placement of concrete for continuous concrete edge anchor, cast-in-place concrete seating wall, paved flatwork;
  • all fencing, netting, players benches, shelter structures, signage; and other miscellaneous metals; and,
  • all fine grading, irrigation, supply and placement of topsoil and landscaping to consultant drawings and specifications.

Addenda
If the City determines that an amendment is required to this RFEOI/SOQ, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFEOI/SOQ. It is the responsibility of Respondents to check the BC Bid Website and the City Website for addenda. The only way this RFEOI/SOQ may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFEOI/SOQ or may be relied upon by any Respondent. By delivery of a Submission, Respondent is deemed to have received, accepted and understood the entire RFEOI/SOQ including, any and all addenda.
