Request for Quotations

GENERAL INFORMATION

The City of Surrey is requesting quotations from urban forestry or arboriculture contractors to undertake tree risk assessments on trees managed by the Parks Division. The level of assessments required is taken from the International Society of Arboriculture’s standards for Tree Risk Assessment (TRA):

  1. Limited Visual Assessment
  2. Basic Assessment
  3. Advanced Assessment

Trees requiring assessments may be located within forested areas on parkland, engineering road allowances or City land. The tree risk assessor will be required to hike off-trail, through dense vegetation and difficult terrain to reach the tree(s) requiring assessment. The level of assessment required will be determined by the City, with maps and locations of trees provided digitally to the consultant. If the consultant identifies a tree that may require an additional assessment (i.e. advanced assessment- aerial, resistance drilling, root excavation) the information will be forwarded to the City for review and the additional assessment will be carried out only after approval by the City.

TRA’s are completed year round, with the majority of assessments falling into the “Basic Assessment” level of assessment. TRA’s are completed as a part of the following Parks Division’s programs:

  1. Scheduled tree risk program
  2. Demand tree risk program

The City will only pay for actual time worked, exclusive of lunch break. Two paid coffee breaks of 10 minutes is standard practice.

Note: The City will only pay upon arrival at the first job site of the day and only up to and upon leaving the last job site of the day. This means that there will be no “in and out” travel time charged to the City.

Note: The City will pay for any office time required to process the spatial and tabular data associated with the work.

QUALIFICATION

Certification and Qualification:

Contractors providing a quotation must have the following valid qualifications/certifications.

International Society of Arboriculture – Certified Arborist

  • Minimum 5 years of continuous certification
    • i.e. – must have been Certified prior to January 1, 2012

International Society of Arboriculture – Tree Risk Assessment Qualification (or Certified Tree Risk Assessor)

  • Minimum 3 years of continuous certification
    • i.e. – must have been Certified prior to January 1, 2014

EXPERIENCE

Contractors must demonstrate that they have been actively and recently conducting TRA’s, logging a minimum of 1,200 hours of assessment work. This work experience must have been completed in the Pacific Northwest, including working with native trees and their associated pathogens and pests. A practical exam may be required to demonstrate knowledge and ability.

Addenda
If the City determines that an amendment is required to this RFQ, the City’s Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form a part of this RFQ.  It is the responsibility of Contractor to check the BC Bid Website and the City Website for addenda.  The only way this RFQ may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFQ or may be relied upon by any Contractor.  By delivery of a Quotation, the Contractor is deemed to have received, accepted and understood the entire RFQ, including any and all addenda.
