Request for Proposals

The City is seeking professional consulting services to coordinate and facilitate the In-Class and On-Bike Education program covering one half (up to fifty) of the School District #36 Surrey public elementary schools during the school year 2015-2016.

The Consultant's primary role will be to facilitate education and encouragement-related initiatives in schools.  The Consultant shall identify an employee with experience delivering educational outreach programs who will be responsible for delivery of the program requirements, namely:

  • School Recruitment and Registration
  • In-Class & On-Bike Education
  • Data Collection & Analysis

General Requirements - Relevant Experience
The Consultant should be able to demonstrate the following:

  • Experience with school and/or community engagement and facilitation;
  • Familiarity and experience with resources necessary in promoting safe and active travel; and
  • Comprehensive experience and familiarity with the BC Motor Vehicle Act along with cycling rules and laws in the Province as well as Surrey Bylaw #13007 pertaining to Highway, Traffic & Parking Regulations in the City.

It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
