Request for Proposals

GENERAL
It is the desire of the City of Surrey to secure the lowest, most economical cost for natural gas supply and the transportation of such natural gas to various civic facilities, therefore the City is issuing this Request for Proposal (RFP) for pricing of natural gas supply, transportation and delivery (including any/all directly related ancillary services necessary) to its small to large commercial facilities beginning November 1, 2014.

 KEY OBJECTIVES

The key objectives for this project are as follows:

(a) Reduce the City’s annual natural gas expenditure.

(b) Obtain a natural gas acquisition strategy and process framework that will provide value and price stability for the City.

(c) Secure low level of risk tolerance for natural gas price fluctuations for an agreement or contract that the City may enter into.

The City anticipates to enter into a mutually beneficial commercial relationship with an experienced natural gas provider for up to 5 (five) years.

SCOPE OF SERVICES
The Contractor shall provide all labour, materials, tools, equipment and incidentals for the supply, transportation and delivery of natural gas to various civic facilities.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
