The City of Surrey invites Request for Proposals (RFP) for:
Quibble Creek District Energy Plant

Project Objectives

  • Assess different design and siting scenarios for a proposed permanent district energy plant (henceforth referred to as the "Quibble Creek Plant");
  • Assess the potential of also using the Quibble Creek Plant site for a temporary boiler plant or to determine how to phase the permanent Quibble Creek Plant in a cost effective manner and;
  • Develop a prelminary design based on the preferred scenario for the Quibble Creek Plant (and potentially temporary boiler plant), with the work summarized in a pre-design report.

  2. Preliminary Engineering 

Project Timeline
The proponent shall complete this assignment by October 2014.  Proposals should include a detailed schedule to meet this timeline. 

Project Team
At a minimum, the project team shall include an architect and mechanical engineer.  A landscape architect and civil engineer may also be beneficial.  District energy experience would be an asset.

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
