Description:

The City of Surrey invites proposals for Benefits Consulting Services.

Project Description
The City seeks a qualified Proponent to provide consulting services for its employee benefits program. The City is interested in procuring the services of a qualified firm that is capable of recommending creative, innovative approaches to the rising costs of employee benefits and that can act as a trusted intermediary between Surrey and its benefits carriers, Sunlife and AIG.

Scope of Service
The successful Proponent will perform core services as part of its benefits consulting services to the City.

  • perform an annual review and report of employee health benefits program for cost effectiveness, program design, competitiveness and plan or claims administration
  • provide written reports of findings, costing and recommendations with definitive reasons for recommended changes in terms, conditions or limits
  • provide ongoing analysis of plan designs, cost containment strategies and cost sharing alternatives while maintaining integrity of union contracts.

If the City determines that an amendment is required to this RFP, the City Representative will post a written addendum on the City Website that will form part of this RFP. No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website. Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
